For healthcare workers, trades workers, education workers, and French speakers, IRCC is going to prioritize permanent residency under the Express Entry category-based selection.
Ottawa: In a move to strengthen its economic immigration framework, Canada is planning to launch a new permanent pathway to residency in 2025, building on the success of the existing Economic Mobility Pathways Pilot (EMPP). The program aims to offer a stable route to skilled refugees and displaced individuals to live and work in the country, according to a report by CIC News.
The new program's debut was announced as part of Immigration, Refugees and Citizenship Canada's (IRCC) 2025-2026 annual plan. The Mark Carney government has stated that the new program will be established before the EMPP ends on December 31, 2025, but has not disclosed the program form or qualifying criteria.
According to official data as of March 2025, about 970 people have settled in Canada as part of the EMPP since its inception in 2018.
Other Initiatives Under IRCC's 2015-26 Program
According to the IRCC, Canada intends to establish a new foreign labour stream as well as a type of work visa for the agricultural and fish processing sectors.
In a positive development for students, particularly Indians, looking to study in Canada, IRCC intends to build a framework for upgrading the field of study requirements for post-graduate work permits (PGWPs).
Canada also intends to modify the qualifying rules for spousal open work permits (SOWPs) granted to spouses of foreign workers and international students. The specifics of the new standards have not yet been revealed.
The IRCC also reaffirmed its commitment to prioritising Canada permanent residency for healthcare workers, trades workers, education workers, and French speakers through Express Entry's category-based selection.
Temporary residents (TRs) who are already in Canada will be given priority for PR admissions, with the goal of obtaining at least 40% of PR admissions from TRs.
Canada also intends to expedite the processing of family sponsorship applications for family members living outside Canada.
Indians In Canada
India was the top source country for temporary residency in Canada in the first three months of 2025. According to the most recent IRCC data, Ottawa accepted 834,010 temporary resident applications and extensions in the first quarter of 2025, which included study permits, work permits, and visitor visas.
Indians accounted for 382,055 or 45.8 percent of overall approvals, with students and skilled professionals pursuing chances in Canada's technology and healthcare sectors.
